Felicia Marcus was appointed by Governor Jerry Brown to the State Water Resources Control Board (Board) for the State of California in 2012, and designated by the Governor as Chair in April of 2013. The Board implements both federal and state laws regarding drinking water and water quality, and it implements the state’s water rights laws. The Board sets statewide water quality, drinking water, and water rights policy, hears appeals of local regional board water quality decisions, decides water rights disputes, and provides financial assistance to communities to upgrade water infrastructure.

Arianne Shipley is COO and Co-Founder of Rogue Water with Stephanie Zavala. When Stephanie asked Arianne if she wanted to start a company that focused on education and communication for water utilities and environmental services, Arianne replied with a resounding “yes!” Arianne worked for a water utility for eight years as a public education specialist with a proven track record of improving public perception and community engagement. Her proudest accomplishments include receiving handwritten letters from customers praising the work and effort of the men and women of water utilities.

Carole Baker was the director of intergovernmental relations at the Harris Galveston Subsidence District (HGSD) for 21 years, serving as their legislative liaison to the Texas Legislature's Senate and House Natural Resources committees. Her accomplishments have yielded water conservation legislation that is now included in the state water planning efforts. She is the chair emeritus of the Board for the Alliance for Water Efficiency (AWE) and Baker is currently the president and CEO of the Texas Water Foundation.
